Minutes of the Meeting
January 11, 2008, Westport, CA


Meeting was called to order by President Steve Wells. Introductions included Steve Wells FBFD, Carl Magann LLFPD/MCC, Kevin Jennings UFD, Jeff Adair UVFD, Mike Ciancio FBFD/ROP, Will Salter WGVFC-SCFD-BFD, Beck Regalia WVFD, Lin Taylor WVFD, Bill Knapp WVFD, Glen Beck FBFD, Frank Maurice WVFD, Tim Kloiber PVFD, Greg Smith LVFD.

Program
Lin Taylor of WVFD gave a quick presentation on Psychological First Aid, which ties into CISD. Lin passed out contact information, and a very informative handout dealing with signs and symptoms of stress, with its cause and effect for Emergency Responders. Lin has background which includes being a Chaplain. Lin would like to offer her services as a trainer for group and individuals wanting to assist with CISD. Lin also offered her services to departments to meet with those seeking some CISD needs, either in a group or on one to one. Lin has visions of having a local department CISD group of Mentors that would handshake with the CDF and Mendocino County advisors as needed.

The handout included definitions, terminology along with noticeable signs and symptoms of stress.

Academy
Mike Ciancio gave a quick update on the 2008 Academy. Currently there are 17 confirmed students from the County.

One notable change on the calendar was the swapping of the FRO HazMat and FRO first aid.

Discussion followed on tuition costs for part-time students.

College
Carl handed out the Spring 2008 schedule.

ROP
Mike Ciancio gave a run down on the possibility of ROP pulling some of the ADA away from the FD program. There was also some question of the MCC competing with ROP for students and the EMT program. Currently it seems as though there are enough students for both programs to coexist.

Training Calendar
DO 1A to be held in Fort Bragg on March 14, 15, 16, and 21, 22, 23, 2008. Student must have proper driver endorsements in order to take this class. There was some discussion on class content.

MADD
Hopland would like to hold another MADD drill in May, 2008, and are evidently making plans.

Discussion on possible modules for the MADD drill included structure triage, helicopter safety, hand tools, hazard recognition and progressive hose lays. Feed back from the 2007 drill was very positive. One added note was to ensure that training specialists be available to help with CICCS signoffs.

STL/DG
Greg Smith and LVFPD are working on locating an instructor for the STL/DG refresher.

Swiftwater Training
There was some discussion on refresher and or a new course of instruction for anyone wanting some SW training.

Leggett MCI
Leggett is working on an in-house MCI and may be looking for some assistance.

USAR
Greg Smith is still working with CDF concerning a training site, still waiting for some feedback.

CDF Update
Mark McKee is the new Training Battalion Chief

Old Business
Discussion on RS1 and RS2, and the possibility of getting together for some impromptu formal training.

There may be some need for STL/DG all risk training, training with Low Angle Rope Rescue, Trench Rescue and Confined Space Rescue.

There is a push for typing of County Teams. According to the discussion, currently there is not a 100% buy in from all Departments. More to follow.

NFA
A reminder to all departments that there are training opportunities at the NFA. Departments interested should contact the NFA directly.
New Business

Discussion on in-house certification for First Responders, First Aid and CPR, and the minimum level of training accepted by CAL/OSHA.

A big thank you to the Westport Fire Department and Staff for an excellent lunch.
