Minutes of the Meeting
March 7, 2008 Ukiah City Fire Department
Meeting was called to order by Steve Wells.
Introductions were made, Carl Magann LLFPD, Greg Smith LVF,
Bruce Jensen Hopland, Roger Dingman SCF, Brock Archer Hopland,
Peter Armstrong UFD, Steve Wells FBFD, David Latoof Mendocino,
Will Salter Whale Gulch, Jay Beristianios UVFD, Kevin Jennings
UFD, Mike Ciancio FBFD/ROP, Jeff Adair UVFD, Gregg Smith ATWC
Steve Wells welcomed all participants and thanked Gregg Smith
for hosting this meeting.
Minutes were read for comment. Minutes were approved by Kevin
Jennings, Seconded by Greg Smith, Approved.
Program
Confined space trailer stored and available from ATWC was
reviewed, and the capabilities of ATWC for confined space needs.
Academy
Mike Ciancio gave a wrap up of the 2008 Volunteer Academy. The
burn on Saturday April 5 went well. There was some concerns
about classroom conduct of both the students and instructors.
Mike Ciancio stated that he must be notified by any instructor
that has had difficulty in the classroom, as the instructor on
record for MCOE. Mike Ciancio asked the membership present for
some guidance. Discussion followed. One possible solution was to
have a general syllabus for the academy with expected behavior
of both students and instructors, and the potential corrective
means mentioned as well. It was agreed that this is an important
concern for instructors.
Evaluations were good, with the students loving the live burns,
and hating FRO HazMat, which is consistent with previous
academies.
There were requests for future classes to have some radio
communication time, as well as radio etiquette and basic idea on
how the repeater system works for local departments. After
discussion, it was felt that the wellness portion could be
modified to accept this into it.
Due to unexpected cost increases, flat ADA, and lower
participation, the 2008 academy is in the red. The potential of
ROP cutting future funding was discussed, as well as methods of
decreasing costs of the Academy.
There was some discussion on decreasing the amount of FSTEP
certificates being provided to students (@ $20 each). Discussion
concerned on the necessity of students getting certification for
padding their resumes, versus acquired education.
The use of the FireBall Trailer from Arcata FD was discussed,
and the consensus of the cost benefit of the experience gained
by firefighters outweighs the cost of hosting the trailer.
Mendocino Community College
Fire Science program seems to be off and running. Discussion
followed.
ROP
It is expected that most departments will lose some of their
earned ADA from inhouse training starting with the 2009-2010
budget year.
Zone Drill (MADD)
Activation of local County FD. Hopland’s FD management is
currently changing hands, but they are still working steadily
towards hosting the drill again in 2008. Property owner has
requested that more of the grassland be burnt this year if
possible. Hopland FD is taking the key role in communications
with their neighbors and community members.
There was some discussion on how to implement the Task Force,
there was some focus on responding immediate need, and forming
up at a pre-determined point.
The need to include or recognize “losers” for structure triage
was discussed. There was a reluctance of some property owners to
allow heavy equipment on their roads due to the possibility of
damage to the infrastructure. The possibility of using some
other groups of structures for Triage was discussed.
Some necessary tasks were discussed.
